If you own anti-HBc (core antibodies) you have have hepatitis B at some stage, and may still have it.
If you enjoy anti-HBs (surface antibodies) as well, the infection have fully resolved, or will do so in the subsequent few weeks.
If you don't have anti-HBs you might be a chronic carter of hepatitis B, or sometimes this indicates that the infection was a long time ago and the anti-HBs antibody level have fall away over time. To tell whether you still hold hep B you would need to do a HBsAg (surface antigen).
A fully resolved hep B infection is not a risk to a blood recepient, but different blood bank may have different rules give or take a few this. Obviously, you can't donate blood if you still have HBsAg.

if you enjoy hepatitis then you can not grant blood or organs
