Can birth results (dark ones) be faded short professional treatment?

i have this overcast patch on my thigh and it looks horrible.Can birth results (dark ones) be faded short professional treatment?
use something like a mark remover, like coco butter formula for stretch grades, i think that help. And vitamin E, im not sure where to seize just straight vitamin E, but possibly ask one of the people at the back the counter at a local drug store.
