In theory yes.
However, cosmetic surgery is generally done in private hospitals. Private hospitals, and within particular cosmetic private hospitals are used to hygienic patients. Marfan's syndrome has a quantity of cardiac complications (eg aortic regurgitation) and therefore they may be unwilling to treat you, as they do not enjoy the same services as a NHS hospital if there is a complication during your operation.

I would imagine so as the risk is from anaesthesia and if COPD and obese patients can be anaesthetised later I am sure you can. But NHS direct would tell you the answer.

You should show the results of your test to your plastic surgeon too.
